Did a real fast project.... obviously there is some leakage but with a denser mesh and slower movement some playing with fluid settings and gravity...maybe...

you can animate material over time a get an effect similar to what you are asking this example just translates the material overtime in the negative z direction

Or if nothing else uninstall am and the reinstall it (if your using a pc you could also delete it from the registry first if you are comfortable with that) or on a mac I believe you delete the preference folder ..not a mac person....then reinstall
are you using the latest version of qt...it might be causing the problem
update I uninstalled the latest quicktime and installed the version before that and the rotoscope problem you mentioned disappeared

15 is the new version the 50 internet or the 299 cd

I didn't try wind but attempted a very quick wing flap with some groomed feather image hair made maybe a bit to stiff but here is what I got
