During the Soviet era there were animators who worked entirely by making oil paintings on glass. They did not do as many paintings per second as this guy aspires to and the visual style was very different but perhaps somewhat similar in execution.

 

There's a lot of far-out stuff that got done in russia that we'll never see just because it's in Russian or the cultural difference is too great but somehow the government was into subsidizing strange animation techniques so things like that got done.
