Shadows only render using Z buffer in V18

Trying to set up a shadows only render in V18 using Z buffered shadows on a single spotlight. Shadow maps set to 4096.

It doesn't appear to work.

If I keep all the other settings the same, but change the spotlight shadows to ray traced instead.

The shadows render as required.

 

Is this a common problem and is there anyway to fix it ?
