Here's a test using Simple Scatter to create a crowd of various sized Thoms on a sidewalk. The long rectangle (sidewalk) was used as the target object and Thom was the object duplicated via scatter. If I remember correctly I used the Y scale with Minimum=80 and Maximum=120. I didn't do a very good job with their walk cycles so it looks more like they are on a treadmill.
