I've seen some similar bounding box issues in the past but not seeing it now. Also, there seems to be some icons missing up top (perhaps they are to the right/hidden/off the screen). Make sure you aren't in Global Mode (the one that looks like the planet earth) Quote

Is this in the new v17a? If you scrub the timeline a frame and back does it change anything? If you fix the position of something, save(under a new name) and reload does it stay fixed? If you take this to v16 does it happen? Quote
