I would use an image with an Alpha-Channel to simulate it. Have a look at "Layers" in the manual or have a look at my website (www.patchwork3d.de). Under 'What&How > Tutorials' you can find "Layer". It is a small tutorial about how to use Layers. If you need a bit more real looking thing, you can use a Particle-Emitter as a cloud.
