OK heres the deal i have constructed a terrain in the form of a grid. there is a part that i want to flatten that contains around 25 cps . is there a easy way to make them rise/fall to the same selected level other than attaching a bone to each cp and modifying manually

As Steve said, create a percentage pose for the terrain. At 0% it stays unchanged; at 100% the section that needs to be flat will be flat. Just a matter of selecting the cps , translating the y pivot to zero and then scaling the selected group to y=100. This is all done at the poses 100% mark. In the chor, select the model and invoke the pose from hilly to flat with the percentage slider.

You can animate CPs as well as bones... CPs can easily just be scaled.

 

As the others suggested, you can dot that in a pose or directly in the chor.
