In the technical manual, it states while in the chor, we can be looking through the camera view and hold down the shift or control key and move the mouse to change the camera view.  Has this been disabled or is there something I am missing?  Needless to say I can not get this to work

It works for me... are you using the turn tool or the move tool in the camera view with shift pressed or are you just using shift/ctrl?
Shift and CTRL only will be used to select objects/models.

Easiest way is to go to the camera view, press shift and use the middle mouse button to turn the camera or press ctrl and use the middle button to move the camera.
