Notting Hill Carnival is one of the biggest street festivals in the world ( perhaps the biggest in Europe ? ) There has been trouble in the past but its a lot quieter in terms of public disturbance in recent years. I heard about this yesterday from someone who was there. Would police in other countries engage in such activities ?
