I imported the 2001_skeleton to a robot I modeled, adjusted the bones and assigned points to the bones, but when I open a new Action to check the model's movements all the bones below the pelvis disappear. Any ideas?

Can you post a screen shot or something for reference? If you can show the action window along with the PWS that would be best for starters.

I don't know the 2001 rig, but the disappearing bones may be geometry and non-tweaking bones you aren't supposed to touch when you are animating. Often, a rig designer will turn off the visibility of certain bones either under the model's folder or in a pose named "Hide Bones" or something like that. But, again, I am not familiar with the 2001 rig so I am just guessing.

The default for 2001 rig is with the IK legs turned ON. This hides all the bone in the legs that are not needed. If you turn the IK legs OFF, the leg bones will appear.
