It's a Service Pack for Visual Studio, it add libraries that Visual studio uses and it happens to install that dll. I don't know what changes it makes, if any. I don't know how to revert something without reverting it. If it's a worry, make an image of your C drive in its current state. If you HAD to undo this SP, you can restore from the image and be back to exactly where you started. Have you tried re-running the v19.5 installer again as the error message suggested? You could also try re-running the v19.0 installer. You would need to get that from the hash ftp (not this forum) if you don't still have the v19.0 installer.
