A:M allow for editing the points in a decal stamp, by changing their position,

but what if I want to ad or include new points/splines into the stamp (without redoing the stamp, of course)?

Is that possible, and if so, how?

RMB on the original stamp (in the PWS) and choose "Recall View/Position". That will place the decal over the model at the same angle and size, You can Apply it again on the new mesh and then delete the original stamp. (prior to v19, there was a bug in "Recall View/Position" where you had to do it twice before it really recalled the view and position)

If you applied the decal in a Pose (to flatten a face, for example) you will need to open the Pose window first.

If you had any mesh Hidden when you applied the first stamp you will want to rehide that also.

Another decal question: in modeling mode, is it possible

to move points or scale a decaled model without at the same time affecting the decal?

No. Use the Recall and reapply technique to put an UN-distorted decal back on the model.
