Nick,

I'm going to guess at the answer here as I may be misunderstanding the question.

See the attached image for a look at the two locations I refer to.

 

There are at least two places you can set pivots.

1) In the Properties of the Object locate Pivot and enter the number into the axis of your choice

2) Use a manipulator (such as Rotate) to activate the onscreen location where you can type in the pivot

 

Either way you do this you'll want to make sure the pivot is entered into a Named Group.

If not the pivot won't be saved and you'll have to enter it every time.
