1. Add decal to the surface which has black-white (transparent) water- like pattern

2. Make klieg light above the surface, turn shadows to raytrace (you may add noise to the light)

3. Turn volumetric on for that light

4. VOILA: sunrays under water!

To make things more complicated:

 

I have (with sucess) used two planes that had decals similar to the above one (sorry about low quality, but I think that you can get the picture ;-P), set to transparency and at the angle of 90 degrees at each other, and then made them slowly move in front of the light (at the angle of 90 degrees: one at the x, other at z axis)...

 

volumetrics that result have very water - like qualitu...

I don't have actual files with me (I am at work, so that was the reason I put this example, made with MS paint)

 

I was using Gray decal painted with airbrush tool and it was used as transparency decal...

 

I'll see if I can post an example, but I think that you could manage on your own
