...just some tought ...how would it look like with an hypo head on a longer neck ?
maybe two hypo head with two neck ? one agressive and the other kind of "dumb" ...the two head would be able to argue together that way.... would be funny...
I like your "crayonner " ... the pencil shadow and texture

I've added some comments in sketches reply giving clues on what I've had in mind...
...I like the idea of a third levels of reading... kind of "adult advised " hided layer
where you can pass "clin d'oeil " here and there...a little something unspoken where
people would identify themself with... this is why multi-ethnicity in character would help...
The "layers" of the story in my reading of the thing would be:
1- the action , what is happening on the screen
2- the story , lesson and moral coming from the story itself and drived by the characters
3- an unspoken level , where people can identify themself as part of the thing ...
This is just a point of view I don't want to be a useless disturbing element ...
I think "to be disturb" would be something public is search for ...

Kind of wild and friendly biker , well skilled in mechanical and techno stuff.

I've been inspire by Gimenez/Jodorowski : Caste of Meta-Barons ...
I like this story , the old Spanish style, engraved armour...
Also the concept of "Castaka" or caste seem interesting for Tin Woodman...

note the stiches on his head , straws getting out (mohawk hair style ) give him a little "punk" look... his look would also refere to "first nation" (american native people )

the loons
They would shout some business "leit motive" that we're all heard too much in this time...
like "profit" , "benefit " , "clear them all " , " you're fired ! " etc.
Those peoples are empty , they can move themself by farting vent but I'm not sure if this would be too "offensive"

Hi,
I've made rought study of some characters ,
The draws don't fully respect description in script an documentation but it can't hurt to have another point of vew.
I've seen the story with an angle ( a hided layer ) ... where thing would be interpreted as a "metophore" of the real life...
In my draws , the loons smoke cigare, dangerous and risky ! ... as any "BigShot" ( like D. Trump etc.)
Woot would be a black person and Scarecrow ...well , he can scare crows if he like...
huh ?... not sure if I'm really clear ... so I keep it short !
