Trying to understand codecs

I'm trying to understand the effects of using different render settings and codecs and found this suggestion in an archived discussion.

DON'T choose your codec right in animation master. Render to .tga files (or if you want to go direct to an animation file use the huffyuv lossless codec) and get the animation on your hard drive in as high a quality as possible. THEN you can go expiriment with codecs all you want withouth having to re-render. Load the animation in A:M's image folder, right click, and save the movie as, which will let you re-compress into whatever.

Can someone tell me what "load the animation in A:M's image folder" means. Is this something I do from within AM, or am I supposed to move the tga folder into one of AM's folders? The closest folder I see to an image folder is one called ImageIOS, but I doubt that's what I'm looking for.

Thanks.

Inside A:M, in the Project Work Space (PWS for short), there is a folder called Images.

So basically what that quote is saying is that you render your .tga to a file on your computer (create one on your desk top), then you can import it back into A:M in your Images folder, and then save as.
