There is an expanation of how surface constraint are supposed to work in the AM help. I have looked at the explantion many times to see if I am missing anything and I still cant bring myself to experiment with the function. It is not clear in the example if the object I am constraining to a surface has any constrants on it too. Surface normals are mentioned but that is as far as it goes.
