In that case, Matt is correct, you can drag any bone in the PWS, even from one model to another, to re-order a heirarchy and it will take it's children with it. I was wonder if you moved the inner lip control to the starting position of the corner if that would cause issues. I am not sure why these bones were lower than the others.
